Health Care and Education Reconciliation Act of 2010 Student Loan (H.R. 4872)

In March, President Obama signed into law a measure that significantly revamps the federal government’s role student loans. The measure makes the federal government the sole originator of student loans for postsecondary education, caps repayment of loans at 10 percent of income for new borrowers starting in 2014, and increases both the number and size of Pell grants for low-income students.
